Under the guise of “efficiency” and the need “to build homes faster”, Doug Ford has introduced a bill that would significantly transform the role of Toronto and Ottawa’s Mayors.

By declaring that municipalities have no basis in the Constitution and are mere creatures of provincial governments – creatures that can be created, changed, merged or dissolved according to political whim – the Supreme Court has clearly signalled the urgent need for democratic constitutional change.
